Yes, it can be interpreted that way, that Madoka knows she can’t really meet Homura or her friends again but lies about it.
This isn’t true though, It can be thought of that way since for most of her friends life she wont see them, but the fact is Madoka MUST come for some of her friends because they are magical girls too, So Madoka will meat Homura and stop her from turning into wallpaper night one day.
